The Poland Township Board of Trustees held their regular meeting on January 9, 2013 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Chairman Lidle called the meeting to order at 5:00 p.m. Barbara Stacy led those present in the pledge of allegiance. Fiscal Officer Granitto called the Roll, present were Chairman Lidle, Vice-Chairman Naples and Trustee Ungaro.

ADMINISTRATION

Lidle moved to approve the minutes dated January 2, 2013, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

PARK COMMITTEE

Mike Heher, Poland Township Park Advisory Board Chairman, provided the following update:

  • The Park Board’s January meeting will be held on Tuesday, January 15, 2013.
  • A copy of the Natural Area Report by Ken Filicky dated November 2012 was presented to the Board (copy on file).

Since Poland Township Trustees are members of the Western Reserve Fire District Board, Mike Heher presented the Trustees with a check in the amount of $15,000.00 for the Western Reserve Fire District, in accordance with Poland Township’s contract with Republic.

Mike Heher stated that the wells on Arrel Road and Calla Road would be tested next week.

RECYCLING DEPARTMENT

No Report.

ZONING DEPARTMENT

Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for December 2012 (report on file) and the Annual Zoning Report for 2012 (report on file).

ROAD DEPARTMENT

Road Superintendent, Tom Monus, reported that the Road Department is plowing the streets, cold patching, and will pick up Christmas Trees through January 31, 2013.

POLICE DEPARTMENT

Chief Goodin gave the Monthly Stats for December 2012 (report on file).

Lidle moved to approve the purchase of DARE T-shirts from Trolio’s in the amount not to exceed $1,200.00, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to approve the 2013 Annual Contribution to support the Crisis Response Team in the amount not to exceed $1,000.00, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Chief Goodin informed the Board that Poland High School asked him to be a member of their Emergency Response Team.

Chairman Lidle stated that Gary Diorio, MS Consultants, was not able to attend today’s meeting in order to discuss the grant for the Sidewalk Project on State Route 170.

Chairman Lidle opened the meeting to the public at 5:17 p.m.

Andrea Moore, 5229 Arrel Road, inquired about the gas odor in her area. Mike Heher, General Manager of Republic Services, explained that Republic updated the system at the landfill, and this process caused the odor; however, the odor problem has been resolved. Ms. Moore also discussed her concerns regarding the seismic testing in her neighborhood.

Tina Juricich, 9850 State line Road, Springfield Township, expressed her concerns regarding the handling of dynamite for seismic testing in her area. The Board will check into this matter. Ms. Juricich also wanted to know how close to a property seismic testing could take place if the property owner did not sign up for the testing. She updated the Board on the status of a petition that is currently being circulated to ban injection wells and fracking.

James Fedor, 8165 Cliffview Drive, thanked the Board and Administrator Scharville for all their work on the completion of the Cliffview/Camella Storm Water Management Project.

Barbara Stacy, 4885 Arrel Road, discussed the need for a School Resource Officer at Poland High School. The Board affirmed their support for an S.R.O.

Chairman Lidle moved to adjourn to executive session at 5:48 p.m. to discuss legal matters, consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of one or more township employees, seconded by Naples. Voting yes – Lidle, Naples, Ungaro…motion carried. Present in executive session with the Trustees were Chief Brian Goodin and Administrator Scharville.

Chairman Lidle moved to return to public session at 7:13 p.m., seconded by Naples. Voting yes – Lidle, Naples, Ungaro…motion carried.

Lidle moved to deny the grievance filed by the Sergeants’ Union against the Township, seconded by Naples. Voting yes – Lidle, Naples, Ungaro…motion carried.

Lidle moved to increase Road Department employee Nick Heltzer’s rate of pay to $8.00 per hour, seconded by Naples. Voting yes – Lidle, Naples, Ungaro…motion carried.

There being no further business, Lidle moved to adjourn at 7:15 p.m., seconded by Naples. Voting yes – Lidle, Naples, Ungaro…motion carried.
