JANUARY 11, 2012—REGULAR MEETING

The Poland Township Board of Trustees held their regular meeting on January 11, 2012 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Chairman Naples called the meeting to order at 5:02 p.m. Attorney Damian DeGenova led those present in the pledge of allegiance. Administrator Scharville called the Roll, present were Chairman Naples, Vice-Chairman Lidle and Trustee Ungaro. Fiscal Officer Granitto was absent due to surgery.

ADMINISTRATION
Naples moved to approve the minutes dated January 3, 2012, seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.

Naples moved to authorize payment for all outstanding bills for Poland Township, seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.

A discussion on the snow call procedure was held with the trustees giving their opinion on how it should be conducted. Lidle stated his opinion that since the trustees have a fiduciary responsibility, they need to make the snow call. After a brief discussion, Naples moved to have the Police Department and the officer in charge make the call to the Road Department Foreman when the road conditions determine a road call out is necessary to maintain safe roads, seconded by Ungaro. Voting yes – Naples and Ungaro. Voting no – Lidle. Motion carried.

Naples moved to have the Road Department schedule changed back to 7:00 a.m. to 3:00 p.m. from 8:00 a.m. to 4:00 p.m., seconded by Ungaro. A discussion followed as to the pros and cons of the schedule change. Following the discussion, voting yes for the change – Naples and Ungaro. Voting no – Lidle. Motion carried.

Naples requested that there be written specifications for bids for the front sidewalk and the side sidewalk connecting the Poland Township Government Building parking lot to the Poland Seminary high school.

A presentation by John Philip, representing Campbell Development, about gas drilling in Poland Township at their cemetery property took place—discussion followed.

The next presentation on gas well leases was given by Damian DeGenova, representing Sulmona Energy. He gave a detailed report to the trustees as to how Sulmona would represent the best interests of the community—discussion followed.
Naples moved to hire Attorney David Shepard to review both proposals submitted to Poland Township and advise the trustees, seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.

PARK COMMITTEE
Chairman Mike Heher reported the Park Board would meet the third Tuesday of the month at 7:00 p.m. This year the Board is looking at new baseball fields in the park and an additional picnic shelter. There may be a chance of a sled- riding hill in 2014. Trustee Ungaro thanked Mike Heher for his advice about Park Board appointment procedures.

RECYCLING DEPARTMENT
The Recycling Center will accept Christmas trees at the center until the end of the month.

ZONING DEPARTMENT
Zoning Inspector, Robert Monus, gave the Yearly Report for 2011 (report on file).

ROAD DEPARTMENT
The monthly report was given on January 3, 2012.
Following a discussion about seasonal help, Naples moved to advertise for seasonal help
for the Poland Township Road Department. Voting yes – Naples, Lidle, Ungaro…motion carried.

POLICE DEPARTMENT
Chief Goodin presented the yearly report to the trustees (report on file).

Chief Goodin asked the trustees to donate $1,000.00 to the Mahoning County Response Team. Naples moved to donate $1,000.00 to the Mahoning County Response Team, seconded by Lidle. Voting yes - Naples, Lidle, Ungaro…motion carried.

Chairman Naples opened the meeting to the public at 6:15 p.m.

Tom Zamary, 6104 Circle Drive, asked the trustees for their support for sanitary sewers in the Circle Drive area. The trustees assured Mr. Zamary they have been in contact with the Sanitary Engineer, Commissioners and Health Department regarding this situation.

There being no further business, Naples moved to adjourn at 6:25 p.m., seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
