The Poland Township Board of Trustees held their regular meeting on January 8, 2014, at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Chairman Ungaro called the meeting to order at 6:00 p.m. Chairman Ungaro congratulated Joanne Wollet, newly elected Poland Township Trustee and Robert Lidle, Jr. for his 13th year of service as a Poland Township Trustee. Superintendent of Poland Schools, David Janofa, led those present in the pledge of allegiance. Fiscal Officer Granitto called the Roll, present were Chairman Ungaro, Vice-Chairman Lidle and Trustee Wollet.
 
ADMINISTRATION
Lidle moved to approve the minutes dated December 11, 2013 and January 2, 2014, seconded by Ungaro. Voting yes – Lidle, Ungaro, Wollet…motion carried.

Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Wollet…motion carried.

Chairman Ungaro introduced Sara Barsik, a representative from NiSource, an energy company servicing the Mahoning Valley. Ms. Barsik presented the Trustees with a check in support of the funding for the Resource Officer for the Poland schools. Ms. Barsik thanked Trustee Ungaro, the Poland Township Police Department, and the other Trustees for working with her in support of the collaboration between NiSource and the Poland Community.

The Trustees recognized with individual certificates members of the following Poland High School Teams: Girls Volley Ball, Boys Golf, Girls Golf, Girls Tennis, Girls Soccer, Boys Soccer and Football.

Chairman Ungaro introduced Larry Baughman, President of the Poland Historical Society, 1791 Lamont Drive. Mr. Baughman thanked the Board for the opportunity to speak on behalf of the Historical Society and introduced the following members: Dave Smith, Secretary, and Ted Heineman, Trustee. Larry Baughman thanked Poland Township for their generous support over the years. Mr. Baughman spoke about the historical value of the Little Red School House and discussed in detail the budget and costs for its continued maintenance. Lidle moved to approve a contribution of $3,000.00 to the Poland Township Historical Society for calendar year 2014, seconded by Wollet. Voting yes – Lidle, Wollet, Ungaro…motion carried.

Attorney Mark Fortunato, 3296 Stones Throw, representing Mr. Yasechko, owner of two properties on Western Reserve Road and State Route 170, asked the Board to approve a zoning change for these properties. Attorney Fortunato explained that prior to 2004, the subject properties had been zoned Commercial for approximately 40 years. In 2004, a zone change to Business/Professional was initiated and approved by the Poland Township Trustees. Attorney Fortunato asked the Board to reinstate the prior zoning back to Commercial, since he and Mr. Yasechko feel the zoning change to Business/Professional does not serve the purpose of providing a buffer and has devalued the property. Mr. Yasechko requested that the Board approve this change without going through the formal process. The Board reached a consensus to consider the matter further before any action is taken and get back to Mr. Yesechko within a month.

Lidle moved to accept with deep regrets the retirement resignation of Poland Township Fiscal Officer Joseph Granitto effective March 31, 2014, seconded by Ungaro. Voting yes – Lidle, Ungaro, Wollet…motion carried.

Lidle moved to advertise for applications for the position of Fiscal Officer for Poland Township in the Vindicator, Town Crier and weekend Poland Neighbors, seconded by Ungaro. Voting yes – Lidle, Ungaro, Wollet…motion carried.

Lidle moved to accept proposals for the updating of the Poland Township website, seconded by Wollet. Voting yes – Lidle, Wollet, Ungaro…motion carried.
Lidle moved to appoint Ray Beatty to the position of Assistant Road Foreman for the Poland Township Road Department, seconded by Ungaro. Voting yes – Lidle, Ungaro, Wollet…motion carried.

Administrator Scharville announced the Annual County Engineer’s Meeting – Wednesday, January 22, 2014 at 1:00 p.m. at the County Engineer’s office.
Ungaro moved to appoint Gene McCullough to the Zoning Commission for a term expiring 12/31/2018, seconded by Lidle. Voting yes – Ungaro, Lidle, Wollet…motion carried.

Lidle moved to appoint Kim Kotheimer for the remainder term of Jack Shetler expiring 12/31/14, seconded by Wollet. Lidle moved to table the appointment of Kim Kotheimer and accept the resignation of Jack Shetler from the Zoning Commission, seconded by Wollet. Voting yes – Lidle, Wollet, Ungaro…motion carried. Lidle moved to reconsider the appointment of Kim Kotheimer to the Zoning Commission for the term expiring 12/31/14, seconded by Wollet. Voting yes – Lidle, Wollet, Ungaro…motion carried.

Lidle moved to appoint Frank Prusak as an alternate to the Zoning Commission and Zoning Board of Appeals for a term expiring 12/31/14, seconded by Ungaro. Voting yes – Lidle, Ungaro, Wollet…motion carried.

Ungaro moved to appoint Ricky Morrisson to the Zoning Board of Appeals for a term expiring 12/31/18, seconded by Lidle. Voting yes – Ungaro, Lidle, Wollet…motion carried.

Fiscal Officer, Joseph Granitto, gave the Financial Report for December 2013 as follows:

Revenue - $ 69,675.95
Expenditures - $164,376.87

Fiscal Officer, Joseph Granitto, gave the Annual Report for 2013 as follows:

Revenue - $2,619,577.87
Expenditures - $2,734,255.63

Mike Heher presented the Board with a check in the amount of $15,000.00 for the Western Reserve Fire Department.
 
PARK COMMITTEE

Advisory Board Chairman, Mike Heher, updated the Board as follows:
  • Plans for the building for the Poland Township Park are moving along.
  • Submitted to the Board a brochure containing a diagram of the building and park for their review, comments and approval.
  • The next meeting of the Park Board will be held the third Tuesday in January 2014.
 
RECYCLING DEPARTMENT
 
Administrator Scharville made the following announcements:
  • Boardman is No. 1, Austintown is No. 2 and Poland is No. 3 in Recycling
  • Poland is No. 1 as a stand-alone site in Mahoning County.
ZONING DEPARTMENT
Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for December 2013 (report on file) and the Annual Report for 2013 (report on file).
 
ROAD DEPARTMENT
Road Superintendent, Tom Monus, reported that the Road Department plowed and salted roads, worked on the trucks, cleaned around the garage and recycling center and will continue to pick up Christmas trees to the end of the month.
 
POLICE DEPARTMENT
Chief Goodin gave the Monthly Stats for December 2013 (report on file).

Lidle moved to approve the 2014 Annual Contribution to support the Crisis Response Team in the amount not to exceed $1,000.00, seconded by Wollet. Voting yes – Lidle, Wollet, Ungaro…motion carried.

Chief Goodin informed the Board that he is working on plans for defensive training for women in conjunction with Lowellville.

A spaghetti dinner in support of the Canine Fund will be held on January 26, 2014 at Holy Family Parish Center.

Resource Officer Steven Kent informed the Board that he is working with Superintendent Janofa and Poland School Administration and teachers on tightening security. Officer Kent also discussed training programs for SRO, and assured the Board and residents that Poland schools are safer.

Chairman Ungaro opened the meeting for public comment at 7:13 p.m. There were no public comments.

Chairman Ungaro moved to adjourn to executive session at 7:14 p.m. to discuss legal matters and consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of one or more township employees, seconded by Lidle. Voting yes – Ungaro, Lidle, Wollet…motion carried.

Ungaro moved to return to public session at 7:38 p.m., seconded by Lidle. Voting yes – Ungaro, Lidle, Wollet…motion carried.

There being no further business, Ungaro moved to adjourn at 7:39 p.m., seconded by Lidle. Voting yes – Ungaro, Lidle, Wollet…motion carried.
