The Poland Township Board of Trustees held their regular meeting on March 14, 2012 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.
Chairman Naples called the meeting to order at 5:00 p.m. Trustee Eric Ungaro led those present in the pledge of allegiance. Administrator Scharville called the Roll. Present were Chairman Naples, Vice-Chairman Lidle and Trustee Ungaro.
ADMINISTRATION
Lidle moved to approve the minutes dated February 8, 2012 and February 24, 2012, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Mary Wren-Patrony, Assistant Director of Mahoning County Solid Waste Management District, discussed the issues regarding the Green Team’s proposed draft for a 25% reduction in funding to the Mahoning County Board of Health, due to a reduction in revenues. Concerns for safety issues regarding cuts in water testing and landfill inspections were raised. Patrony explained that it would take about a year before the draft turns into a final plan. She stated that input from the Ohio Environmental Protection Agency would be solicited and the Green Team would go to the communities and hold public hearings prior to the final plan.
Patricia Sweeney, Deputy Health Commissioner, stated that a 25% funding cut would make sustaining the current levels of service impossible. Administrator Scharville explained that the Health Department was placed in charge of water testing 22 years ago. Don Summers, 16 year member of the Board of Health, explained the Board’s responsibility and control over water testing and landfill inspections, and concurred that a 25% cut would make it impossible to maintain the status quo.
It was the consensus of the Poland Township Board of Trustees that in order to protect the safety of our citizens, current levels of water testing and landfill inspections should be maintained.
Administrator Scharville introduced RESOLUTION #12-08 in support of the Department of Development. A resolution in support of participation in the Mahoning County Regional Shared Service System Local Government Innovation Fund Proposal. Lidle moved to adopt Resolution #12-08 (copy on file). Ungaro seconded the Resolution and the Roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.
Administrator Scharville introduced RESOLUTION #12-09 to adopt Poland Township’s Annual Budget and Appropriation Resolution for fiscal year ending December 31, 2012. Lidle moved to adopt Resolution #12-09 (copy on file). Ungaro seconded the Resolution and the Roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.
Administrator Scharville introduced RESOLUTION #12-10 in support of funding for landfill inspection, well testing and road maintenance programs and read the following sentence: NOW, THEREFORE, BE IT RESOLVED BY THE Poland Township Board of Trustees to call upon the Mahoning County Solid Waste Policy Committee and Mahoning County Commissioners to fully restore funding to the District Board of Health in 2015 and future years in the Solid Waste Management Plan. Lidle moved to adopt Resolution #12-10 (copy on file). Ungaro seconded the Resolution and the Roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.

Fiscal Officer Granitto gave the Financial Report for February 2012 as follows:
Revenue - $ 54,722.90
Expenditures - $296,132.32
PARK COMMITTEE
Mike Heher, Poland Township Park Advisory Board Chairman, provided the following update:
- The next meeting of the Poland Township Park Advisory Board will be held on Tuesday evening, March 20, 2012.
- Volunteers will plant 100 trees throughout the park on the first Sunday in April.
- Currently in the process of getting ready to build the baseball fields. Received input from the PCBA regarding the plans.
- Reviewed and discussed the updated map of the park.
- Discussed water lines.
- Horses and four-wheelers continue to present problems on the trails.
RECYCLING DEPARTMENT
Administrator Scharville reported on the Recycling Coordinator’s Meeting held at Poland Township on Wednesday, March 7, 2012. The meeting was well attended. Various recycling drives will be held in the county and residents were instructed to call Poland Township for dates and times.
ZONING DEPARTMENT
Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for February 2012 (report on file).
ROAD DEPARTMENT
Lidle moved to approve the purchase of a hydraulic pump from Seigworth Road Supply in the amount not to exceed $2,000.00, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried. The Hydraulic Pump was needed for the tractor mower.
Lidle moved to approve the purchase of an X-Mark mower from Elders in the amount not to exceed $9,000.00, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Road Superintendent, Tom Monus, stated that all Christmas decorations must be removed from the cemetery by Sunday, March 18, 2012.
POLICE DEPARTMENT
Chief Goodin gave the Monthly Stats for February 2012 (report on file).
Lidle moved to approve the purchase of ammunition for firearms qualifications from Witmer’s in the amount not to exceed $3,100.00, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Naples thanked the Poland residents for passing the Township renewal levy.
Lidle asked Administrator Scharville to look into the possibility of providing gaslines for the State Route 224, Quarry Rd., Stymie Rd. and Lowellville Rd. area.

Administrator Scharville announced the next regular meeting will be held on Wednesday, April 4, 2012, and the public hearing for the lighting district on Jennifer Drive will also be discussed that same date.
Chairman Naples opened the meeting to the public at 6:00 p.m.
Bob Lyden, Mahoning County Sanitary Engineer, discussed the sanitary sewer lines for 15 homes on Circle Drive which currently have septic systems. Mr. Lyden presented his proposal for a forced main system at a cost of $10,900.00 per house to be paid through a 20-year tax assessment.
Mary Helen Smith, Director of Environmental Health for Mahoning County, described the low interest loans available for sanitary sewers. Ms. Smith explained that if the sewer system would be installed, all residents within 200 feet of the sewer line would be compelled by Ohio law to tie in.
Following a lengthy discussion, some of the 12 residents in attendance were not in agreement for the installation of the sewer system. All 15 residents will again be contacted to attend the April 4th regular Township meeting to determine if the majority would approve the installation of the sewer system.
There being no further business, Naples moved to adjourn the meeting at 6:41 p.m., seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
