The Poland Township Board of Trustees held their regular meeting on April 23, 2014, at 6:00 P.M. at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.
 
Fiscal Officer Paul Canter opened the meeting with the Pledge of Allegiance. There were several residents present.
 
Administrator Scharville called the Roll, present were Chairman Ungaro, Trustee Lidle & Trustee Wollet.
 
ADMINISTRATION

‐ Ungaro motioned to approve the minutes dated March 12, 2014 and March 24, 2014, approved by Wollet. Voting yes – Ungaro, Wollet, Lidle . . . motion carried.

‐ Ungaro motioned to authorize payment for all outstanding bills for Poland Township, seconded by Wollet. Voting yes – Ungaro, Wollet, Lidle . . . motion carried.
 
‐ Ungaro introduced opening bids for 2014 Resurfacing of Various Roads.
  • First bid was from Butch & McCree Paving, Inc. for $64, 085.90
  • Second bid was from Chagrin Valley Paving for $69,540.40
  • Third bid was from Barbicas Construction for $63,209.50
  • Fourth bid was from R.T. Vernal Paving & Excavating Inc. for $66,718.50.
Motion moved by Lidle to send bid from Barbicas to prosecutor’s office for review, second by Ungaro.
 
Voting yes – Ungaro, Lidle & Wollet . . . motion carried.
 
‐ Lidle motioned hiring Fok Engineering to take care of Canterbury Creek Project, Second by Wollet.
 
Voting yes – Ungaro, Wollet & Lidle. . . motion carried.
 
‐ Ungaro motioned to approve renewal lease agreement for Recycling Center, second by Lidle. Voting
yes – Ungaro, Lidle, Wollet . . . motion carried.
 
‐ Recognized following students for athletic achievements for ACC ( All American Conference) T. Constatine, J. Wolfe, J. Burkett, D. Black, K. Dixon, N. Romeo, N. Gajdos, S. Andrews, T. Duarte, M. Baker, W. Chamas, J. Burns, C. Miller, M. Guidos, A. Wilson, N. Buccieri, M. Buccieri & Head Coach Ken Grisdale.
 
‐ Lidle Motioned to move for Resolution #14‐07: Nuisance Notice, seconded by Ungaro. Voting yes –
Lidle, Ungaro, Wollet. . . motion carried
 
‐ Discussed seasonal help and looking into budget to see what it allows & also a comprehensive review of what department needs help.

PARK COMMITTEE
‐ Lidle updated the Board as follows:
 
  • Playground was mulched last week but still needs more but will bring back up later this summer.
  • Pioneer Trails Tree Farm donated 12 6 foot pine trees to plant near playground. Ken Filicky planted them and also worked on the butterfly garden.
  • Addressed pipe along Miller Rd. which is going to be a waterline for the park. NiSource donated the pipe and Aqua Ohio will be doing the engineering at no charge.
  • May 3 is the Kick Off for the fundraising to benefit IPAC (Indoor Poland Activity Center) all money this project has received has been donated or received through private funds. Project is estimated to be completed June 2015.
 
RECYCLING DEPARTMENT
‐ Administrator Scharville updated the board that Household Cleanup Day is Saturday, May 24, 2014 from 2PM to 6PM. This event is sponsored by Poland Township Trustees, Republic Services and Interstate Shredding, LLC.
 
ZONING DEPARTMENT
‐ Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for April 2014 (report on file).
 
ROAD DEPARTMENT
‐ Road Superintendent, Tom Monus, Reported that the Road Department is sweeping roads, fixing catch basins, fixing curbs & working tractors to prepare for lawn season. Hot patching starts next week. Street sweeping has begun this month and is estimated to be finished by the end of June. The issue with the diesel tank behind the building has been addressed and there are two locks placed on the tank and only Tom Monus & Ray Beatty have access.

‐ Approximately two weeks until the sidewalk project on State Route 170 will begin. Foust Construction will be on this project, Mahoning County Engineer Patrick Ginnetti will be inspecting the project & Officer Goodins officers will be maintaining security and safety. Residents along 170 will receive a letter from the Construction Company about the project. This project will last estimating 60‐70 days.

POLICE DEPARTMENT
‐ Chief Goodin gave the monthly stats for April 2014 (report on file).

‐ Chief Goodin reported about implementing a program called The Senior Check In Program. Where elderly people who are shut in or do not have family near would be able to either call to check in or the Police Department would check in on them and keep an eye on them. Program has not been set yet.

Ungaro Motion to approve negotiated contract from 2014‐2016 for FOP Patrol Unit with Poland Township Board of Trustees retroactive to January 1, 2014 seconded by Lidle. Voting yes – Ungaro, Lidle & Wollet. . .motioned carried

Ungaro made motion to set Chief Goodin’s hourly rate to $34.78 retroactive January 1, 2014, Seconded by Lidle. Voting yes – Ungaro, Lidle, Wollet . . . motioned carried.
 
Lidle opened the meeting for public comment.
‐ Residents commented about recent earthquakes, fracking, air monitoring & water monitoring
 
Chairman Ungaro moved to adjourn to executive session at 7:35 p.m. in order to discuss legal matters and consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of one or more township employees, seconded by Lidle. Voting yes – Ungaro, Lidle, Wollet. Present in Executive Session with the Trustees was Police Chief Goodin.
 
Lidle moved to go back into regular session at 8:20 p.m., seconded by Ungaro. Voting yes – Lidle, Ungaro, Wollet….motion carried.
 
Lidle moved to appoint Carleen P. Kalasky as an Auxillary Officer for Poland Township Police Department pending the candidate passes a physical. Motion seconded by Ungaro. Voting yes – Lidle, Ungaro, Wollet….motion carried.
 
Lidle moved to adjourn at 8:25 p.m., seconded by Ungaro. Voting yes – Lidle, Ungaro, Wollet…motion carried. Meeting adjourned at 8:25 p.m.
