The Poland Township Board of Trustees held their regular meeting on May 8, 2013 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Chairman Lidle called the meeting to order at 5:00 p.m. Todd Bury led those present in the pledge of allegiance. Fiscal Officer Granitto called the Roll, present were Chairman Lidle, Vice-Chairman Naples and Trustee Ungaro.

ADMINISTRATION

Lidle moved to approve the minutes dated April 10, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to approve payment for Memorial Day Expenses to American Legion Post 15 and Post 247 in the amount of $250.00 each, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Administrator Scharville introduced and asked for approval of Resolution #13-08: Nuisance Notice for the presence of overgrown vegetation, garbage, refuse, personal property, junk motor vehicle(s) and other debris on the following properties:

Lidle moved to adopt Resolution #13-08 Nuisance Notice (resolution on file). Ungaro seconded the Resolution and the Roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.

Fiscal Officer Granitto gave the Financial Report for April 2013 as follows:
Revenue - $ 420,068.84
Expenditures - $ 235,525.16

Todd Bury, 4172 Old Charter Trail, discussed building a pond on his property that could store some of the water flowing from Raybuck Lake. This will help control the flow of storm water that comes out of Raybuck Lake, which eventually flows into Canterbury Creek. Mr. Bury will pay for the cost of construction of the pond. Gary Diorio of MS Consultants will do the study required and obtain all of the costs. Mr. Diorio stated that the study will take two weeks and construction approximately three weeks. It is expected that the pond will help alleviate some of the storm water problems in Canterbury Creek. Mr. Bury will contact David Shepard, Attorney for Poland Township, to formulate an agreement with the Township so that this project can proceed.

Jim Stewart, member of the Western Reserve Fire Department, discussed the tie-in of the construction of sidewalks on Route 170 with the construction of the sidewalk in front of the newly expanded Fire Station on Route 170. Gary Diorio of MS Consultants stated that it would be easier and uniform if the Fire Department’s contractor does the grading in front of the Fire Station and the concrete work is provided by the contractor doing all of the sidewalks. Mr. Diorio said the Fire Department would compensate the Township for the cost of the sidewalk.

PARK COMMITTEE

Mike Heher, Poland Township Park Advisory Board Chairman, provided the following update:

  • Held a meeting with Poland Community Baseball Association concerning the location of the ball fields at the Park.
  • Water line to the Park will cost about $120,000 and the cost will be donated.
  • Parking lot will be extended 50 feet.
  • The cost of a septic system will be donated.
  • Handicap access to the pavilions will be provided.
  • A large variety of flowers were planted by Ken Filicky.
  • A Poland Village resident cut some flowers and will be asked for a $50.00 reimbursement fee.

RECYCLING DEPARTMENT

No Report.

ZONING DEPARTMENT

Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for April 2013 (report on file).
Lidle moved to accept with regrets the letter of resignation from Michele Richards, Zoning Board Secretary, to be effective July 1, 2013, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

ROAD DEPARTMENT

Administrator Scharville informed the Board that the monthly report is on file.
Lidle moved to approve the purchase of a 2014 International 7400 SFA 4X2 truck through State Purchasing from Cerni Motors at a cost not to exceed $100,000.00, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried. Administrator Scharville informed the Board that Boardman is interested in purchasing the old truck.

POLICE DEPARTMENT

Chief Goodin gave the Monthly Stats for April 2013 (report on file).

Chairman Lidle moved to adjourn to Executive Session at6 5:50 p.m. to discuss legal matters and consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of one or more township employees, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried. Present in executive session with the Trustees was Administrator Scharville.

Chairman Lidle moved to return to public session at 6:39 p.m., seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to accept the addendum to the resolution with the Poland School Board of Education with regard to the School Resource Officer, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Naples moved to approve Patrolman Dennis Schweers to attend a five-day school in Columbus for Resource Officer training, seconded by Ungaro. Voting yes – Naples, Ungaro, Lidle…motion carried.

Lidle moved to hire the following casual help at minimum wage at the rate of $7.85/hour, hours to be determined by the Department Heads: Aldo Centifonti, Patrick Hiznay, Troy Bole,

A. J. Herdman, Casey Serich, Doug Pogacnik, Sam Kulifay, Michael Franceschelli, Matt Kello and Anthony Lariccia, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

There being no further business, Lidle moved to adjourn at 6:48 p.m., seconded by Naples. Voting yes – Lidle, Naples, Ungaro…motion carried.
