The Poland Township Board of Trustees held a regular meeting May 8, 2019 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Diorio leads the Pledge of Allegiance.

Mr. Scharville calls roll. Ungaro, Wollet and Kempers are present.

Mr. Ungaro motions to approve regular minutes dated April 9, 2019. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve special minutes dated April 10, 2019. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve minutes dated April 17, 2019. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve minutes dated May 1, 2019. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro moves to rescind Resolution #19-19 (April 10th meeting it was approved by the Board) due to the motion not being required. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve payments for Memorial Day expenses for American League Post 15 and Post 247 in the amount of $250.00 each. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution order #19-20 Nuisance Order declaring the following properties. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Filicky is present to give report.

Mr. Ungaro motions to approve not to exceed $400.00 for the Boys Scout project for the Poland Township Park. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

ZONING DEPARTMENT:

Mr. Bob Monus is present to give monthly report.

  • 1 new structure valued at $176,105; fees- $1,233; 22 additional improvements valued at $492,721; fees of $3,670
  • 3 misc. permit-$10.00; 3 zoning appeal- $825; 56 violations; total valuation- $668,826; total fees-$5,738

Mr. Ungaro motions to approve refund to John Quimby for zoning permit #6818 in the amount of $143.00. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve payment of $60.00 for Megan McCaslin to attend the Ohio APA Planning & Zoning Workshop, June 14, 2019 at Mill Creek Riverside Garden. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

ROAD DEPARTMENT:

Mr. Ungaro is present to give monthly report.

Mr. Ungaro motions to approve Road Department workers to start summer hours from 6 a.m. to 2 p.m. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve seasonal help at minimum wage from Jacob Antil, William Rinehart, Andrew Albert and Phillip Hockensmith. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to accept letter of resignation from Dylan Schmidt effective 04-29-2019. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Zedaker Acres resurfacing bid to Lindy Paving. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Opening bids for Paving Program and Construction Inspector:

  • Thomas Fok & Associates- Primary inspector hourly rate at $92.00; secondary inspector rate at $66 an hour
  • MS Consultants- Primary inspector hourly rate at $77.71; Secondary inspector at $62.50 an hour

Mr. Ungaro motions to approve MS Consultants inspectors for the 2019 paving project pending engineer and prosecutor approval.  Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers.

Mr. Ungaro motions to approve Lindy Paving base bid for the 2019 paving project in the amount of $3,956,890.40 pending approval by engineer and prosecutor. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

POLICE DEPARTMENT:

Chief Goodin is present to give monthly report.

Mr. Ungaro motions to accept letter of resignation from Ptl. Joe Lamping effective as of 05-15-2019.  Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

PUBLIC COMMENT:

Patricia McQuillan of 3005 Southwind Trail addresses the Board related to the list of the roads listed for base bids.

Gary Deperro of 6749 Stymie Rd comments about the post for no thru trucks and comments that the trucks are still riding on the road. Also that his road is in disrepair of needing paved.

Paul Hawkins of 2362 Walker Mill speaks about the drainage issue in that area.  He offers ideas to fix these problems to the Board as a retired engineer.

Jen Dagati of 3016 Southwind Trail asks the Board about the time line for the paving project.

David Kountz of 3117 Olde Winter Trail reports a big pot hole by the end of his drive.

Mr. Ungaro motions to adjourn regular meeting at 7:11 p.m. Seconded by Mrs. Wollet. Roll call vote yes- Ungaro, Wollet and Kempers.
