The Poland Township Board of Trustees held a regular meeting May 27, 2020 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Mrs. Wollet leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers and Wollet are present.

Mr. Ungaro motions to approve the minutes dated March 18, 2020 and April 3, 2020. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Boy Scout donation not to exceed $800 for Connor Blumel’s  Eagle Scout project for Poland Township Park.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

TOWNSHIP RESOLUTIONS:

Mr. Ungaro motions to approve resolution #20-12: nuisance notice. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Gary Diorio is present to update the Board about the road resurfacing project. He also presents a disbursement request to close out the grant for Clovermeade and Quarry. The Township will be due roughly 11,000 in engineering cost reimbursement from OPWC.

ADMINISTRATION:

Mr. Canter is present to give financial report. Explains to the Board that as of today budget has been used about 50% and will have to cut back on spending. 

Mr. Ungaro motions to approve the purchase of three signs for Northside Hill, not to exceed $1,400 in total from Municipal Signs. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve street sweeping. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to reappoint summer help for the Township Park. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Ungaro motions to approve purchase of a John Deere tracker E170 LT to not exceed $2,500 to be purchased from LandPro Equipment LLC. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Scharville gives Park report.

RECYCLING:

Mr. Scharville is present to give recycling report.

Small discussion with the Board about placing a fence and or security cameras in the recycling center lot. This will be paid for by the Green Team.

ZONING DEPARTMENT:

Mr. Ungaro presents on behalf of Mr. Bob Monus zoning report.

Mr. Ungaro presents monthly report from April.

  • 2 new structures, valuation- $406,400; fees-$2,860.
  • 8 additional/ improvements, valuation-$52,683; fees-$417.
  • 0 misc. permit; 15 violations for the month; total valuation for the month- $459,083; total fees collected-$3,277.

ROAD DEPARTMENT:

Mr. Scharville gives road report on behalf of Tommy Monus.

POLICE DEPARTMENT:

Chief Goodin is present to give monthly report.

Mr. Ungaro motions to approve the purchase of a 2021 Ford Explorer from Fairway Ford police cruiser in the amount not to exceed $33,000.00. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

ELECTED OFFICIAL COMMENTS:

Mr. Kempers- Good to be back in a live meeting.

PUBLIC COMMENT:

Pam Burns 5876 Poland Struthers Road, expresses concern about the stop sign by her driveway she also notes the lack of use of turn signals and vehicles not coming to a full stop. She also makes notion regarding the sidewalks that are cracking.

Daniel Connely 7293 North Lima Road, explains to the Board about the water issues at his home.

Mr. Ungaro announces the next meeting will be June 10th at 6:00 p.m. with guidelines.

Administration building will be open on June 1, 2020 with guidelines, it will be located on the website.

Mr. Ungaro motions to adjourn at 7:17 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
