The Poland Township Board of Trustees held a regular meeting June 12, 2019 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Filicky leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers and Wollet are present.

Mr. Ungaro motions to approve regular minutes dated May 8, 2019. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Chief Goodin gives recognition to Trish Collins and her non-profit group Busters Brigade. They donated a chip scanner to the police force.

Mr. Ungaro motions to approve Resolution #19-20 Nuisance Order declaring the following properties. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #19-21 Nuisance notice for the demolition of an unsafe single car garage structure at 5846 Poland Struthers Road. The Western Reserve Joint Fire District fire inspector designated the structure as being unsafe. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #19-22, 2019 paving contract award to Lindy Paving Incorporated. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers.  Motion carried.

Mr. Ungaro motions to approve Resolution #19-23, 2019 to award inspection contract to MS Consultants.  Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers.  Motion carried.

Mr. Ungaro motions to approve Resolution #19-24, 2019 to award Lindy Paving Incorporated for the Zedaker’s Acres Paving project.  Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers.  Motion carried.

Mrs. Spano from Cliffview Drive speaks about the basketball court that was installed by previous owner of a house close to hers that is bringing a lot of activity.

John and Monica Appel, 7816 Cliffview Drive speaks also about the basketball court concern.

 Mrs. Wollet motions to approve the closing of the Cliffview Drive basketball court. Motion dies for lack of a second.

PARK COMMITTEE:

Mr. Filicky is present to give report.

RECYCLING:

Mr. Scharville is present to give report.

Mr. Ungaro motions to approve agreement with Solid Waste Management District. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

ZONING DEPARTMENT:

Mr. Bob Monus is present to give monthly report.

  • 1 new structure valued at $362,145; fees- $2,536; 25 additional improvements valued at $356,736; fees of $2,645.
  • 8 misc. permits-$40.00; 234 violations; total valuation- $718,881; total fees-$5,221.

ROAD DEPARTMENT:

Mr. Tom Monus is present to give monthly report.

Mr. Ungaro motions to approve to hire Sam Dwyer for as a seasonal summer employee for the road department at minimum wage, part time hours. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

POLICE DEPARTMENT:

Chief Goodin is present to give monthly report.

Mr. Ungaro motions to approve hire of Joe Patton as part time patrol officer. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

ELECTED OFFICIAL COMMENTS: 

Mrs. Wollet addresses that the Boy Scouts from Troop 9002 are holding a shoe drive through August 31st.  A drop box will be placed in the front lobby of township building. It will be emptied several times a week. The donations of shoes are sent to developing countries.

Friday June 28th is Celebrate Poland and Saturday June 29th will be fireworks.

Mr. Ungaro motions to approve to advertise for bids for the OPWC grant. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers.

PUBLIC COMMENT:

Richard Anzevino of 2227 Edgewater, voices concerns regarding neighbor that uses his generator non-stop.

Timothy Goehring of 2312 Clyde Street, speaks about water not draining properly.

Mrs. Tiberio 2228 Clyde Street, talks about their street that needs to be paved instead of patch jobs and her neighbors have tall grass.

Brent Bowker of Republic Services presents a check to the Board.

Jennifer Remick 7572 Cobblers Run, speaks about the water issue over in that area.

Kevin Stoklosa 8062 North Lima Road, speaks of concern about the cars that speed around the bend by his house.

David Kountz 3117 Olde Winter Trail, wanted to thank Mr. Tom Monus for patching the hole at the bottom of his drive.

Mr. Ungaro motions to adjourn regular meeting at 7:24 p.m. Seconded by Mrs. Wollet. Roll call vote yes- Ungaro, Wollet and Kempers.
