The Poland Township Board of Trustees held their regular meeting on June 13, 2012 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.
Chairman Naples called the meeting to order at 5:00 p.m. Erin Gabriel led those present in the pledge of allegiance. Administrator Scharville called the Roll, present were Chairman Naples, Vice-Chairman Lidle and Trustee Ungaro.
ADMINISTRATION
Lidle moved to approve the minutes dated May 9, 2012, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Ungaro moved to authorize payment for all outstanding bills for Poland Township, seconded by Lidle. Voting yes – Ungaro, Lidle, Naples…motion carried.
The Board recognized the following with certificates as read by Vice-Chairman Lidle: Poland Seminary High School Girls Softball Team (27-3 season), Boys Track Team-4x400 Relay (9th place), Girls Track-100 High Hurdles (3rd place), Boys Track-Discus (13th place).
Administrator Scharville introduced Resolution #12-15 Nuisance Notice for the presence of overgrown vegetation, garbage, refuse, personal property, junk motor vehicle(s) and other debris on the following properties located in Poland Township:

Lidle moved to adopt Resolution #12-15 Nuisance Notice (resolution on file). Ungaro seconded the Resolution. In answer to a question raised by Trustee Ungaro, Zoning Inspector Robert Monus explained that legally, Nuisance Notices must be submitted on a monthly basis. The Roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro,
yea; Naples, yea.
Administrator Scharville introduced and read Resolution #12-16: Poland Township Fraud Reporting Policy. Lidle moved to adopt Resolution #12-16 (resolution on file). Ungaro Seconded the Resolution and the Roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.

Administrator Scharville introduced Millie Baloin, owner and manager of Delta Telecom, Inc., a locally owned company. Ms. Baloin explained that she has done business with Poland Township in the past and briefly described the long distance and local carrier services provided by Delta Telecom at a cost savings to the Township (approximately $574.48 per year). Lidle moved to employ Delta Telecom, Inc. for the long distance and local carrier services for Poland Township, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Fiscal Officer Granitto gave the Financial Report for May 2012 as follows:
Revenue - $ 119,721.66
Expenditures - $ 182,882.50
Lidle moved to hire Conner Schultheis as casual summer help for the Road Department at minimum wage, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Lidle moved to hire Anthony Mancini as casual summer help for the Road Department at minimum wage, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
PARK COMMITTEE
Mike Heher, Poland Township Park Advisory Board Chairman, reported as follows:
- Pavilion has been getting a lot of use.
- New porta johns have been installed and are handicap accessible.
- Water service will be provided in the future.
- The next meeting of the Poland Township Park Board will be held next Tuesday, June 19, 2012.
Mike Heher presented the Board with a check in the amount of $30,000.00 in accordance with Poland Township’s contract with Republic (BFI).
RECYCLING DEPARTMENT
No Report.
ZONING DEPARTMENT
Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for May 2012 (report on file).
ROAD DEPARTMENT
Road Superintendent, Tom Monus, reported that the Road Department has been sweeping the streets, mowing birms and cleaning out culverts. Lidle moved to authorize payment not to exceed $3,500.00 to repair the transmission on the F450 truck, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried. Trustee Ungaro passed on compliments to the Road Department for grass cutting and street sweeping. Tom Monus stated that street sweeping should be completed by July.
POLICE DEPARTMENT
Chief Goodin gave the Monthly Stats for May 2012 (report on file). Lidle moved to appoint Justin Vallia as an Auxiliary Police Officer for Poland Township, pending results of the physical, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Trustee Ungaro announced a neighborhood meeting for Venloe to Manor would be held on June 26, 2012 at 6:30 p.m. at the Presbyterian Church. A flyer announcing the meeting will be mailed to the residents.
Chairman Naples opened the meeting to the public at 5:26 p.m.
Marion Gillette, 32 Audubon Lane, representing S.A.S.S. (Sisters Against Subterranean Sludge) explained that this organization along with B.A.S.S. (Brothers Against Subterranean Sludge) is committed to protecting the beauty and well being of our forest and community from fracking. Ms. Gillette submitted to the Board a copy of an article in the Cleveland Plain Dealer regarding the effects of fracking on the community of Broadview Heights, Ohio.
Chairman Naples moved to adjourn at 5:30 p.m. in order to go into the Public Hearing, seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
PUBLIC HEARING
LIGHTING DISTRICT – JENNIFER DRIVE
AND MARED LANE
Chairman Naples opened the Public Hearing for the Lighting District on Jennifer Drive and Mared Lane at 5:31 p.m. The meeting had been properly advertised. The Roll was called, present were Chairman Naples, Vice-Chairman Lidle and Trustee Ungaro.
Chairman Naples asked the first time for all those in favor of the lighting district on Jennifer Drive (Resolution #12-13). Mike Pavelko, 2493 Jennifer Drive, stated that 11 of the 15 residents on Jennifer Drive were in favor of the lighting district (5 lights) and had signed the petition. Naples asked the second and third time for all those in favor of the lighting district. There were none. Chairman Naples asked the first time for all those against the lighting district on Jennifer Drive. Ben Pritchard, 2451 Jennifer Drive, stated that his family has a long history at that residence and based on that history, the lights are not needed since there are lights in the yards and no trouble. Chairman Naples asked the second and third time for all those against the lighting district on Jennifer Drive. There were none. Chairman Naples stated that the majority of residents (51% required) on Jennifer Drive signed the petition in favor of the lights. Lidle moved to adopt Resolution #12-13: Lighting District on Jennifer Drive (resolution on file). Ungaro seconded the Resolution and the Roll was called. Upon its adoption, the vote resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.
Chairman Naples asked the first time for all those in favor of the lighting district on Mared Lane (Resolution #12-14). There were none. Chairman Naples asked the second time for all those in favor of the lighting district on Mared Lane. There were none. Chairman Naples asked the third time for all those in favor of the lighting district on Mared Lane. Ron Perry, 5496 Mared Lane, stated that he was in favor of the lighting district. Chairman Naples asked the first time for all those against the lighting district on Mared Lane. Diane Battagini, 6500 Mared Lane, stated that since she and her husband own six lots, it would be too costly. Chairman Naples asked the second and third time for all those against the lighting district. There were none. Chairman Naples stated that four residents signed the petition for the lighting district. The owner of six lots was against the lighting district. Lidle moved to deny the request for the lighting district on Mared Lane at this time, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Naples moved to adjourn the Jennifer Drive and Mared Lane Lighting District Public Hearing at 5:45 p.m., seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
Naples moved to go back into the regular meeting at 5:46 p.m., seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
The Trustees offered their personal congratulations to members of the Poland Seminary High School Girls Softball Team in attendance at the meeting.
Naples moved to go into executive session at 5:50 p.m. to discuss legal matters and consideration of the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of one or more township employees, seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
Naples moved to return to public session at 6:54 p.m., seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
Lidle moved to authorize $1,000.00 from the Community Fund to Colonial Fireworks or Celebrate Poland, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
There being no further business, Naples moved to adjourn at 6:56 p.m., seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
