The Poland Township Board of Trustees held a regular meeting June 14, 2023 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Officer Zack Yaskulka leads the Pledge of Allegiance.

Mr. Covell does roll call. Ungaro, Kempers, and Wollet are present.

The media was properly notified.

Mr. Ungaro motions to approve minutes dated 04-11-2023, 05-10-2023, 05-18-2023 and 05-24-2023. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize Resolution 23-20: Resolution authorizing Poland Township, Poland Ohio to enter into the school resource officer memorandum of understanding with the Holy Family School. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Discussion regarding the MOU agreement with Holy Family School for a School Resource Officer.

Chief Wilson swears in Officer Zack Yaskulka as a full-time police officer.

Mr. Monus and Attorney Michael Thompson are present to discuss the zone change for

ZC-01-23. Attorney Michael Thompson expressed this zone change represents building a housing development and noted that the housing will not be Section 8 approved.

Mr. Ungaro asked if anyone who is in favor of this zone change to speak now, he asked two more additional times. No one who was in favor of this zone change spoke.

Mr. Ungaro asked if anyone was not in favor of this zone change to speak now. Frank Heslop, 6614 North Carolina Place expressed a concern that it would make it feel congested, to noisy and to busy for the space that is available for the surrounding housing there. Frank also expressed how this may change the value of his home. Mr. Ungaro asked for the second time if anyone was against this zone change.  Rosanna O’Neil, 5645 Clingan Road, asked about the sizing of the development housing. Mr. Ungaro asked for the third time if anyone was against the zone change. No one else spoke.

Mr. Ungaro motions to approve Zone Change 01-23. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Monus and Attorney Mark Fortunato presents proposed Zone Change ZC-02-23. This change is for an office zoning district to a residential.

Mr. Ungaro asked if anyone who is in favor of this zone change to speak now. Mr. Ungaro asked again if anyone was for the change to speak now. Lindsey Yost, 3525 Olde Winter Trail and Bernadine Syphard, 3515 Olde Winter Trail both spoke about the change and discussed a storm sewer issue they would like corrected before construction would begin. Mr. Ungaro asked for the last time if anyone was for the zone change. Monica Latsko, 3602 Harvest Run Trail asked Attorney Fortunato when construction may begin.

Mr. Ungaro asked anyone who is against this zone change to speak now, no one spoke. Mr. Ungaro asked two more additional times if anyone was against this zone change, no one spoke.

Mr. Ungaro motions to approve zone change 02-23. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize Resolution 23-21: Resolution authorizing the sale of the 1989 Ford F-Super Duty Vac Truck Vin # 2FDLF47G9CA11598 to Springfield Township in the amount of $1,500. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers.

Motion carried.

Mr. Ungaro motions to authorize Resolution 23-22: Resolution authorizing the filing of application to the Ohio Department of Natural Resources Natureworks grant program. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize Resolution 23-23: Resolution declaring it necessary to levy a tax in excess of the ten-mill limitation and requesting certification from the Mahoning County Auditor. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize Resolution 23-24: Resolution authorizing all actions necessary to support the continuation of a governmental natural gas aggregation program with opt-out provisions pursuant to section 4929.26, Ohio Revised Code, directing the administrator to execute an amendment to the supply agreement with Interstate Gas Supply Inc., to continue a natural gas aggregation program beyond October 2023 when current supply agreement ends. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize Resolution 23-25: Resolution authorizing the Poland Township Trustees to enter into a memorandum of understanding with the Mahoning County Commissioners and the Mahoning County Engineer regarding the application of funds from the additional non-emergency sales and use tax for the repair and maintenance of roads and other infrastructure in Poland Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize Resolution 23-26: Resolution authorizing the Poland Township trustees to enter a memorandum of understanding with the Mahoning County Commissioners and the Mahoning County Engineer regarding the application of funds from the additional non-emergency sales and use tax for the repair and maintenance of roads and other infrastructure in Poland Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

FINANCIAL REPORT:

Mr. Canter is present to give the report through May. Reports provided were Funds Summary, Revenue Summary and Appropriation Summary.

  • Revenue: $420,136.95
  • Expenditure: $323,218.00

Mrs. Wollet motions to approve to increase the credit card limit from $3,000 to $5,000. Seconded by Mr. Ungaro. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

ROAD DEPARTMENT:

Mr. Mateo is present to give the monthly.

Mr. Ungaro motions to approve emergency repairs to road department mower tractor in the amount not to exceed $3,500. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Denise Huemme, 7577 Cobblers Run expresses concern about the pipes underground that are corroding due to a sinkhole that is by her house.

Mr. Ungaro motions to approve the MOU between the Canfield City Council and Board of Trustees of Canfield Township and Board of Trustees of Poland Township regarding joint bidding of the 2023 resurfacing projects. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve front window graphic by Caliber Graphics and Designs for an amount not to exceed $1,300.00. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Flicky is present to give the monthly report.    

Mr. Flicky discussed the RLM Electric Company bid, their bid was priced at $6,150 and Stanton Electric bid was priced at $ 4,675. Along with plumbing bids, Adam-Eve Plumbing came in at $2,300 and Ducan Plumbing came in at $1,500.

Mr. Ungaro motions to approve a water fountain at the pavilion in the amount not to exceed $1,500.00 from Duncan Plumbing. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve the park shed electric installation from Stanton Electric in the amount not to exceed $4,700.00. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried. 

RECYCLING:

Mr. Covell is present to give the monthly report.

ZONING DEPARTMENT:

Mr. Robert Monus is present to give the monthly report.

Monthly report from May.

  • 0 new structure, valuation-$0; fees collected-$0
  • 13 additional improvements, valuation-$101,627; fees collected-$769.
  • 13 misc. permits issued; 0-appeals, $75-misc.; 0 -amendment, $0-misc; 30 violations for the month.

 Total valuation for the month- $101,627; total fees collected $844; Year to date total valuation- $1,509,340. 

POLICE DEPARTMENT:

Chief Wilson is present to give the monthly report.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet – No comment

Mr. Kempers – Long meeting but a good meeting, covered a lot.

Mr. Ungaro – No Comment

PUBLIC COMMENT:

Bernadine Syphard, 3515 Olde Winter Trail expresses concern about the storm water that is causing damage to his driveway, curbs and even the storm sewers that are caving in within the development.
