The Poland Township Board of Trustees held a regular meeting July 12, 2023 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Mr. McFadden leads the Pledge of Allegiance.

Mr. Covell does roll call. Ungaro, Kempers, and Wollet are present.

The media was properly notified.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution 23-29: A resolution authorizing the Poland Township Trustees to enter into a memorandum of understanding with the Mahoning County Commissioners and the Mahoning County Engineer regarding the application of the funds from the additional non-emergency sales and use tax for the repair and maintenance of roads and other infrastructure in Poland Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution 23-30: A resolution authorizing the Poland Township Trustees to enter into a contract with the lowest and best bidder for the year 2023 resurfacing and safety upgrade project. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution 23-31: Nuisance Notice for properties:

  • 6069 Center Road
  • 7624 North Lima Road
  • 6567 Poland Center Road

 Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Gary Diorio is present to provide an update on Olde Winter Trail project, which is scheduled to start August 14th.

Mr. Ungaro motions to approve the revised MOU for the 2023 road resurfacing project to include the walkway between the Poland Seminary High School and the Poland Township Administration building. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve the sale of Poland Township property encroachment (driveway encroachment only) to Heather R. Chunn and Paul J. McFadden, 7785 Cliffview Drive for $1,000 net payment to Poland Township pending approval of the Mahoning County Planning Commission and compliance with Poland Township Zoning requirements. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Covell discussed the estimated cost for Stryker AED and reasoning for these items. There is a possibility for grant funding for the AED’s.

Mr. Ungaro motions to approve to enter agreement with Stryker to purchase 3 AED opportunity devices not to exceed $7,500. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Covell discussed the County Funding Project, for the storm sewers.

PARK COMMITTEE:

Mr. Flicky is present to give the monthly report.    

RECYCLING:

Mr. Covell is present to give the monthly report.

ROAD DEPARTMENT:

Mr. Tommy Monus is not present, Mr. Covell gives the monthly report.

Mr. Ungaro motions to approve the lowest estimate for the water hydrant replacement for the water filling station for the Storm System Jet Vac Truck in the amount not to exceed $8,000 from Rudzik. Bova’s estimate came in at $8,500. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

ZONING DEPARTMENT:

Mr. Robert Monus is present to give the monthly report.

Monthly report from June.

  • 0 new structure, valuation-$0; fees collected-$0
  • 13 additional improvements, valuation-$107,484; fees collected-$797.
  • 17 misc. permits issued; 0-appeals, $85-misc.; 0 -amendment, $0 -misc; 76 violations for the month.

 Total valuation for the month- $107,484; total fees collected $882; Year to date total valuation- $1,616,824.

Mr. Ungaro motions to approve the updated zoning fee schedule. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried. 

POLICE DEPARTMENT:

Chief Wilson is present to give the monthly report. 

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet – Mrs. Wollet gives thanks to the police department for being out during the event.

Mr. Kempers – No Comment 

FINANCIAL REPORT:

Mr. Canter is present to give the report for June.

  • Revenue: $420,136.95
  • Expenditure: $324,878.52

Funds summary, appropriation summary and revenue summary were provided and it was noted that the audit for Poland Township has started.
