September 10, 2014—Regular Meeting

The Poland Township Board of Trustees held their regular meeting September 10, 2014 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Administrator, Jim Scharville called the meeting to order at 6:00 P.M. ______ opened the meeting with the Pledge of Allegiance. There were several residents present.

Administration
Chairman Ungaro motioned to approve minutes for Regular Meeting – August 20, 2014 &
Special Meeting – August 20, 2014 & August 26, 2014 seconded by Lidle. Voting Yes – Ungaro, Lidle &
Wollet.

Chairman Ungaro motioned to approve all outstanding bills for the township, seconded by Lidle. Voting yes – Ungaro, Lidle & Wollet.
 
Chairman Ungaro announced that the Poland Band is participating in Tag day on Saturday 9/13/14.

Chairman Ungaro motioned to announce the new gas rates for IGS Energy at $4.31 McF – 2 year
fixed rate, seconded by Wollet. Voting yes – Ungaro, Wollet & Lidle.

Chairman Ungaro motioned to approve Resolution #14‐18: Annual Poland Schools Foundation for Educational Excellence, seconded by Lidle. Voting Yes – Ungaro, Lidle & Wollet.
 
Chairman Ugaro motioned to approve Resolution #14‐19: Rate Budget Commission, seconded by Lidle. Voting yes – Ungaro, Lidle & Wollet.
 
Chairman Ungaro motioned to approve payment for flu shots to the Mahoning County Board of Health for Township employees, seconded by Lidle. Voting yes – Ungaro, Lidle & Wollet.
 
Fiscal Officer, Paul Canter did not give financial report, he is waiting until he receives notices from two bank deposits in order to reconcile the account.
 
Trustee Lidle motioned to approve up to $35,000 for direct deposit on the ACH through Farmers bank, seconded by Ungaro. Voting yes – Lidle, Ungaro & Wollet.

Trustee Lidle motioned to approve to give Fiscal Officer, Paul Canter, sole authority to send and approve ACH file without a second approval through Farmers Bank, seconded Ungaro. Voting Yes – Lidle, Ungaro & Wollet.
 
Trustee Lidle motioned to approve pay increase for Administrator, Jim Scharville to $26.38/hr. retroactive to January 1, 2014, seconded Ungaro. Voting yes – Lidle, Ungaro. Voting no – Wollet, she is
opposed to this motion because she believes the board should lead by example.
 
Chairman Ungaro introduced Attorney Mark Fortunato to address the board to take ownership of the road.
 
Park Committee
 
Advisory Board Chairman, Mike Heher, updated the board as follows:
  • Alex Halicki is working on Eagle Scouts project building a fern garden.
  • Pipe hole project should be done by Friday.
  • Concerns to get permission for a permanent sign for the park on the corner of Struthers and County Road and also, on the corner or 224 and Struthers.
 
Recycling Department
Administrator, Jim Scharville updated the board that you do not have to separate into each recycling bin that everything can be mixed. Signs are to being going up to remind citizen not to place items on the ground or they shall be prosecuted
 
Zoning Department
Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for August 2014 (report on file).
 
Road Department
Road Superintendent, Tom Monus, reported that the Road Department is close to finishing up patching the roadways. They are also fixing catch basins and cleaned the recycling center.
 
Police Department
Chief Goodin gave Monthly Stats for August 2014 (report on file).
 
Chairman Ungaro mentioned that the school zone signs with times on them are up.
 
Administrator Scharville mentioned that the Department of Public Safety awarded Poland Township another radar unit and $250 in brackets.

Chairman Ungaro motioned to move into Executive Session at 7:00 P.M. for compensation of Township employees, seconded by Lidle. Voting Yes . . . Ungaro, Lidle & Wollet.
 
Chairman Ungaro motioned to come out of Executive session at 7:06 P.M., seconded by Lidle. Voting yes . . . Ungaro, Lidle & Wollet.
 
Trustee Ungaro motioned to adjourn at 7:07 P.M., seconded by Lidle. Voting yes – Ungaro, Lidle & Wollet.
