The Poland Township Board of Trustees held a regular meeting September 13,2023 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Mr. Bob Monus leads the Pledge of Allegiance.

Mr. Ungaro motions for a moment of silence for 9/11.

Mr. Covell does roll call. Ungaro, Kempers, and Wollet are present.

The media was properly notified.

Mr. Ungaro motions to approve minutes dated Regular Meeting 08/09/2023, Special Meeting 08/23/2023 and Special Meeting 08/30/2023. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Evan Bollinger from MS Consultants, is present to give an update on current projects.

FINANCIAL REPORT:

Mr. Canter is not present to give the report.

Mr. Ungaro motions to Halloween hours: Tuesday, October 31, 2023 5:00 P.M.- 7:00 P.M. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve the engagement of John Latchney, LPA as outside counsel to provide legal services related to storm water system repairs in Canterbury Creek in an amount not to exceed $2,500. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to enter into agreement with Independent Energy Gas Aggregate Program at $3.96 per Mcf until October of 2024. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Flicky is present to give the monthly report.    

ZONING DEPARTMENT:

Mr. Robert Monus is present to give the monthly report.

Monthly report from August.

  • 0 new structures, valuation-$0; fees collected-$0
  • 14 additional improvements, valuation-$172,922; fees collected-$1,329.
  • 10 misc. permits issued; 1-appeal, $50-misc.; 0 -amendment, $0 -misc; 23 violations for the month.

 Total valuation for the month- $172,922; total fees collected $1,379; Year to date total valuation- $2,205,246. 

RECYCLING:

Mr. Covell is present to give the monthly report. No report. 

ROAD DEPARTMENT:

Mr. Tommy Monus is present to give the monthly report.

Mr. Ungaro motions to authorize Mr. Covell to receive bids not to exceed $1,000 to take care of a tree at the cemetery on Struthers Road. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve seasonal employment of Thomas Kling at a rate of $12.75/hr not to exceed 30 hours per week. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried. 

POLICE DEPARTMENT:

Chief Wilson is present to give the monthly report.

Mr. Ungaro motions to approve the purchase of two 2023 Police Interceptor Ford Explorers not to exceed $95,000.00. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve police cruiser outfitting by HDK Enterprise, LLC not to exceed $17,500.00. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve police cruiser graphic by Caliber Graphics and Design not to exceed $2,100.00. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to accept letter of resignation: Karen Wash- Casual Employee (5 years of service). Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to accept letter of retirement: Robert Monus- Zoning Inspector (25 years of service). Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried. 

PUBLIC COMMENT:

Gary Deperro Styme Road, speaks of the gas from the solid waste plant.

Jerry Syphard 3515 Olde Winter Trail, speaks about the entrance of his driveway regarding how the road has raised.

Carleen Steepleton 6680 Struthers Road, spoke about a concern of  the cars that were traveling at a high rate of speed in the Township Park over the weekend during a soccer game. She asked if something could be done for safety.

Patty Maganizze 204 Harvey Street, gives thanks for all the years of service to Robert Monus.

Mr. Ungaro motions to enter into executive session at 7:05 p.m. reason to discuss personnel issues. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to enter back into the regular meeting at 7:32 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to adjourn at 7:33 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
