The Poland Township Board of Trustees held a regular meeting October 9th, 2019 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Tucker leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers and Wollet are present.

Mr. Ungaro motions to approve minutes dated September 11th, 2019. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

TOWNSHIP RESOLUTIONS:

Mr. Ungaro motions to approve Resolution #19-30 adopt the Solid Waste Management Plan.  Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #19-31 accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the County Auditor.  Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolutions #19-32 nuisance notice. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

RECOGNITION OF GUESTS:

Matt Morrone 3564 Timberbrooke Trail, speaks to the Board about updating entrance signs for Timberbrooke.

ADMINISTRATION:

Mr. Ungaro announces that Mahoning County Board of Health will have their flu shots Tuesday, October 29, 2019 from 2:00 p.m. to 5:00 p.m. at the Township building.  Halloween hours will be on October 31, 2019 5:00 p.m. to 7:00 p.m.

PARK COMMITTEE:

Mr. Filicky is present to give report.

FINANCIAL REPORT:

Mr. Canter is present to give financial report.

August: Revenue-$547,467; Expenditures- $316,413

September: Revenue-$286,270; Expenditures- $2,329,073

Mr. Ungaro motions to approve estimated resources for 2020. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro announces that Poland Township Building is an approved drop off site for Toys for Tots.

Mr. Ungaro motions to approve payments for flu shots to the Mahoning County Board of Health for the Township employees on the dated October 29th, 2019. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

ZONING DEPARTMENT:

Mr. Bob Monus is present to give monthly report.

  • No new structures.
  • 8 additional/ improvements- $36,844.00; fees-$301.00
  • 7 misc. permit-$35; 1 appeal valued at $275.00; 91 violations; total valuation- $36,844; total fees-$611.00, year to date- $4,330,243.

ROAD DEPARTMENT:

Mr. Tom Monus is present to give monthly report.

Mr. Ungaro motions to approve the purchase of two 2019 Dodge trucks, not to exceed $250,000.00. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

POLICE DEPARTMENT:

Chief Goodin is present to give monthly report.

Mr. Ungaro motions to accept letter of resignation from Josh Kozic (effective 10-11-2019). Seconded by Mrs. Wollet.  Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve equipment and install for new cruiser from HKG in the amount not to exceed $7,500.00. Seconded by Mrs. Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet motions to approve to change November 13th meeting to November 20th, 2019 at

6 p.m. Seconded by Mr. Ungaro. Voting yes- Wollet, Ungaro and Kempers. Motion carried.

PUBLIC COMMENT:

Karen Bush 2378 Clyde Street reads to the Board two letters she and her grandson wrote about their views on a Poland police officer.

Richard Wroblewski 7376 Elmland Drive expresses his concern about the road paving by his house and the water drainage issue.

Mr. Ungaro motions to adjourn at 6:50 p.m.  Seconded by Mrs. Wollet.  Voting yes – Ungaro and Wollet. Motion carried.
