The Poland Township Board of Trustees held their regular meeting on October 10, 2012
at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Chairman Naples called the meeting to order at 5:00 p.m. Vice-Chairman Lidle led those present in the pledge of allegiance. Administrator Scharville called the Roll, present were Chairman Naples, Vice-Chairman Lidle and Trustee Ungaro.

ADMINISTRATION

Lidle moved to approve the minutes dated September 12 and September 20, 2012 seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded
by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.

Tom Nugen, WRTA Representative, discussed the benefits of the WRTA for the residents
of Mahoning County and asked for support for the continuation of the sales tax levy on the
November 6, 2012 ballot.

Administrator Scharville introduced Resolution #12-23 in support of the Poland Schools
Foundation for Educational Excellence. Lidle moved to adopt Resolution #12-23 (resolution
on file). Ungaro seconded the Resolution. The Roll was called. Upon its adoption the vote
resulted as follows: Lidle, yea; Ungaro, yea; Naples, yea.

Administrator Scharville introduced Resolution #12-24:RESOLUTION ACCEPTING THE
AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND
AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE
COUNTY AUDITOR. Lidle moved to adopt Resolution #12-24 (resolution on file). Ungaro
seconded the Resolution. The Roll was called. Upon its adoption the vote resulted as follows:
Lidle, yea; Ungaro, yea; Naples, yea.

Lidle moved to establish Halloween hours for 2012 for Poland Township on Wednesday,
October 31, 2012 from 5:00 p.m. to 7:00 p.m., seconded by Ungaro. Voting yes – Lidle, Ungaro,
Naples…motion carried.

Lidle moved to approve the Poland Township Government Center as a Toys for Tots
dropoff site for 2012, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion carried.
Toys can be dropped off during the regular Government Center business hours, 8:00 a.m. to
4:00 p.m., Monday through Friday.

Administrator Scharville informed the Board that the Solid Waste Management District
will hold a meeting on October 16, 2012 at 9:00 a.m. at the Covelli Center regarding their plan for
the ensuing years. In that plan, there is a possibility that the funding for the Mahoning County
Board of Health will be cut. Since we have a landfill in Poland Township, Lidle moved to
oppose the Solid Waste District’s plan to cut funding for the Mahoning County Board of Health
that provides landfill inspections and well water testing , seconded by Ungaro. Voting yes –
Lidle, Ungaro, Naples…motion carried. Mike Heher, General Manager of Republic Services, is
recommending that all townships oppose the cut to funding for the Mahoning County Board of
Health, since the Board of Health provides the landfill inspections and well-water testing.

Josh Baird, Project Manager for Discovery Acquisition Services, asked the Trustees for
permission to lay cable in the Poland Township cemetery to pick up vibrations during
seismic testing to record the findings for Discovery Acquisition Services/Agent for State Line
Geo, LLC. Lidle moved to approve the seismic permit request by Discovery Acquisition Services
allowing them to monitor the seismic waves in the Poland Township cemetery, upon review and approval of the permit by Poland Township Attorney, David Shepard, seconded by Ungaro.

Gary Diorio, MS Consultants, gave an update on the start-up of the Cliffview/Camella Storm
Water Project. Mr. Diorio informed the Board that he is meeting with the utility companies
tomorrow in order to find out when they will finish moving the underground utilities. The project
will be completed within two weeks of the repositioning of the utilities. Also, a few trees on the
right of way will need to be removed.

PARK COMMITTEE

Mike Heher, Poland Township Park Advisory Board Chairman, asked the Trustees to approve
an expenditure for the purchase of flowers for next year for Poland Township Park. Lidle moved
to authorize an expenditure for the Poland Township Park Advisory Board in the amount not to
exceed $400.00 for flowers, seconded by Ungaro. Voting yes – Lidle, Ungaro, Naples…motion
carried.

RECYCLING DEPARTMENT

Administrator Scharville updated the Trustees as follows:

  • October is Recycling month.
  • Mr. Scharville plans to attend the Solid Waste Management District Meeting on October 16, 2012 at the Covelli Center
  • Plans are in the preliminary stages for another Holiday Gift & Decoration/Drop & Shop for free. Poland Township will work in conjunction with Struthers on this event.
  • Currently, the Green Team inspects all Recycling Centers three (3) times a week.
  • Mr. Scharville thanked the Road Department for their work in keeping the Recycling area clean.

ZONING DEPARTMENT

Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for September 2012 (report on file).

ROAD DEPARTMENT

Road Superintendent, Tom Monus, reported that the Road Department is still patching roads and mowing birms. The Road Department will remove Poland Township’s items to be auctioned on Wednesday, October 17, 2012 at 4:00 p.m. at Western Reserve Vehicle & Equipment Company.

POLICE DEPARTMENT

Chief Goodin gave the Monthly Stats for September 2012 (report on file).
Administrator Scharville introduced Resolution #12-25 Nuisance Notice for the presence of
overgrown vegetation, garbage, refuse, personal property, junk motor vehicle(s) and other debris on the following properties located in Poland Township:

Fiscal Officer Granitto gave the Financial Report for September 2012 as follows:

Revenue - $ 229,245.58
Expenditures - $ 171,501.75

Trustee Ungaro reported that he received a call from the Western Reserve Fire District
regarding waiving the permit fee for the new construction for the Poland Township Fire Station.
Chairman Naples opened the meeting to the public at 6:07 p.m.

Jack Walters, 7415 Cobblers Run in Canterbury Creek Development, introduced himself as the President of the Homeowners Association, which has been reinstated. Mr. Walters informed the Board that the Homeowners Association replaced posts for the street signs; however, some signs need replaced and Mr. Walters asked for the Township’s assistance. Chairman Naples instructed Mr. Walters to call him with a list of the signs that need replaced. Mr. Walters was also instructed to call Ohio Edison regarding the street lights that are flickering on and off at night.

There being no further business, Naples moved to adjourn at 6:11 p.m., seconded by Lidle. Voting yes – Naples, Lidle, Ungaro…motion carried.
