                                                                            REGULAR MEETING 

The Poland Township Board of Trustees held a regular meeting October 11,2023 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Patty Magazzine leads the Pledge of Allegiance.

Mr. Covell does roll call. Ungaro, Kempers, and Wollet are present.

The media was properly notified.

Mr. Ungaro motions to approve minutes dated Regular Meeting 09/13/2023. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #23-34: Resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

FINANCIAL REPORT:

Mr. Canter is present to give the report. Mr. Canter is present to give the report for the year to date as well as for the month of September.

Funds summary, appropriation summary and revenue summary were provided.

  • Revenue: $160,376.25
  • Expenditure: $344,982.93

Mr. Ungaro motions to approve Patty Magazzine as Poland Township Zoning Inspector- salary and benefits per the negotiated agreement effective October 2, 2023.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro explains that the public notice requirements of HB 33 are not required to advertise in the paper, there are other ways to advertise.

Mr. Ungaro discussed the upcoming November 7, 2023 levy flier.

Mr. Ungaro motions to approve the use of the Poland Township Meeting Hall for the Mahoning County Board of Health Flu Shot Clinic on Tuesday, October 24, 2023 2:00 p.m.-5:00 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro approves payment of Poland Township employees flu shots administered at the Mahoning County Board of Health Flu Shot Clinic on Tuesday, October 24, 2023. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro announces Halloween hours will be Tuesday October 31, 5:00 p.m. to 7:00 p.m. Also there will be a special meeting Thursday October 19, 2023, 5:00 p.m. Poland Township Trustees will move into executive session to discuss personnel.

Duncan Ackerman, Shawn Anderson, and Bob Ritter are present to discuss concerns and provide a presentation for Comcast.

Zach Teter from MS Consultants is present to discuss work update.

Mr. Ungaro motions to approve allocating $1,500 to the Renwick Project. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Flicky is present to give the monthly report.    

Mr. Ungaro motions to approve up to $700.00 the park department for fertilizers, birdseed etc. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

ZONING DEPARTMENT:

Mrs. Patty Magazzine is present to give the monthly report.

Monthly report from September.

  • 1 new structure, valuation-$308,855; fees collected-$2,173
  • 9 additional improvements, valuation-$68,032; fees collected-$511
  • 9 misc. permits issued; 0-appeal, $50-misc.; 0 -amendment, $45 -misc; 22 violations for the month.

 Total valuation for the month- $376,917; total fees collected $2,729; Year to date total valuation- $2,582,163. 

Mr. Ungaro announces the Zoning Office will be closed between October 20, 2023 through October 27, 2023.

RECYCLING:

Mr. Covell is present to give the monthly report. No report was given. 

ROAD DEPARTMENT:

Mr. Tommy Monus is present to give the monthly report. 

POLICE DEPARTMENT:

Chief Wilson is present to give the monthly report.

Mr. Ungaro motions to approve the Police Department press release regarding an upcoming police levy.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
