Regular Trustee Meeting

The Poland Township Board of Trustees held their regular meeting on October 12th, 2016 at the Poland Township Government Center located at 3339 Dobbins Road, Poland Ohio.

Scharville calls roll call. Chairman Ungaro, Vice Chairman Robert Lidle and Trustee Joanne Wollet are present.

Officer Jack Modelski leads in the Pledge of Allegiance.  

Administrator Jim Scharville makes a motion to approve minutes dated July 29, 2016, Aug. 10, 2016, Aug. 24, 2016, Sept. 14, 2016, Sept. 28, 2016 and October 01, 2016. Seconded by Vice Chairman Lidle. Voting yes- Ungaro, Lidle and Wollet…motion carried.

Administrator Scharville makes a motion to authorize payment for all outstanding bills for the township. Seconded by Lidle. Voting yes- Ungaro, Lidle and Wollet…motion carried

Fiscal Officer Paul Canter is present to give August and September 2016 financial reports.  August revenue- $453,103.16 expenditures- $180,337.48. September 2016 financial report is as follows revenue- $193,765.19 expenditures- $240,843.26. YTD finances are right on budget.

Chairman Ungaro introduces Patrolman Jack Modelski.  Fiscal Officer swears in Jack Modelski. Ungaro congratulates him and his family for him serving our township.

Trustee Wollet introduces Jason Loree, Boardman Township Administrator. Loree is presenting a project underway for Boardman known as ABC Storm Water Management Program (Austintown, Boardman and Canfield).Loree is proposing to get Poland Township on board.

Trustee Joanne Wollet makes a motion to adopt Resolution #16-19 Public Records. Township Administrator will be appointed the Township Records Manager. Seconded by Lidle. Voting yes- Ungaro, Lidle and Wollet…motion carried.

Administrator Scharville introduces Ed Virostek of 7307 Struthers Road in Poland of Poland Historical Society to request a grant of $1,000.00 for parking lot repairs for the Little Red Schoolhouse which will consist of sealing and paving 400 feet of their parking lot. Vice Chairman Lidle makes a motion to approve the request for grant, seconded by Wollet. Voting yes- Ungaro, Lidle and Wollet…motion carried.

Al Sciulli is present from Poland Township Zoning Appeals wants Zoning Board Member’s is requesting I.D’s for Board Members to carry around to identify themselves for their safety and our community to feel safe when members are on property lines. Sciulli is also requesting business card to professionalize their duties for when residents aren’t home. Bob Momus, Zoning Inspector is also on board with idea. Decision will be determined when Prosecutor and Zoning Department okay this decision to carry forward with identification.

Chairman Ungaro makes a motion to use the Poland Township building for Toys for Tots drop off location, seconded by Lidle. Voting yes- Ungaro, Lidle and Wollet…motion carried.

Trustee Wollet makes a motion to accept letter of retirement from Cathy Stacy, seconded by Ungaro. Voting yes- Ungaro, Lidle and Wollet…motion carried.

Ungaro confirms Halloween hours will be Monday October 31st, 2016 from 5-7p.m.

Park Committee:

Mike Heher, Advisor Board Chairman is present to give monthly report.

Recycling Dept:

Administrator Scharville gives monthly report for recycling department.

Zoning Dept:

Zoning Inspector, Bob Monus is present to give Setember 2016 monthly report. For the month of September total valuation is $830,839.00 and total fees collected of $6,282.00.

Road Dept:

Road superintendent, Tom Monus is present to give monthly report. Safety Signs are still in progress. Tom Monus makes a request for $2,000.00 for a new clutch for one of the townships dump trucks. Ungaro makes a motion to approve the request for a new clutch not to exceed $2,000.00, seconded by Lidle. Voting yes- Ungaro, Lidle and Wollet…motion carried.

Vice Chairman Robert Lidle makes a formal request for a new seasonal hire for the harsh winter months.

Police Dept:

Chief Goodin is present to give monthly report.

Trustee Wollet discusses a grant of $5,000.00 awarded for our villages, township and schools from Stephanie Dire of East Gate Regional Council, for Yellow creek signs to be placed in two different locations within the township for education purposes regarding Yellow Creek.

Chairman Ungaro opens the meeting for public comment.

Public Comment:

Miranda Foster of 6767 Center Road,  having concerns for the past 5 months about a white, silver truck driving towards PA using their engine break for over a mile, when townships don’t require engine breaking. Requesting signs to be posted for engine break issue. Board of Trustees agree to take care of the issue and work towards a solution.

Chairman Ungaro makes a motion to adjourn at 7:26 p.m., seconded by Lidle. Voting yes- Ungaro, Lidle and Wollet… motion carried.
