The Poland Township Board of Trustees held their regular meeting on November 13, 2013, at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Chairman Lidle called the meeting to order at 6:04 p.m. Patrolman Brian McCrea led those present in the pledge of allegiance. Fiscal Officer Granitto called the Roll, present were Chairman Lidle and Trustee Ungaro. Vice-Chairman Naples was absent.
 
ADMINISTRATION
Lidle moved to approve the minutes dated October 9, 2013 and October 22, 2013, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

Lidle moved to authorize payment for all outstanding bills for Poland Township, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

Administrator Scharville introduced Resolution #13-17: Poland Township’s Revised 2013 Appropriation Resolution. Lidle moved to adopt Resolution #13-17 (resolution on file). Ungaro seconded the Resolution and the Roll was called. Upon its adoption the vote resulted as follows: Lidle, yea; Ungaro, yea.
 
Lidle moved to accept the agreement with the Poland Local School District for the School Security Officer, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

Fiscal Officer, Joseph Granitto, gave the Financial Report for October 2013 as follows:

Revenue - $318,073.11
Expenditures - $247,060.79
 
Patricia Sweeney, Mahoning County Health Department Commissioner and Lou Vega, Director of the Recycling Division discussed the reduction in services to Poland Township due to budget cuts in 2014. Well water testing would be reduced from twice a year to once a year, and the landfill would be inspected once a week instead of twice a week. The Board had considered giving back their funding ($17,000.00) in order to maintain the current level of services; however, Patricia Sweeney could not ensure that the Health Department would be able to maintain current services with the addition of $17,000.00. Chairman Lidle and Trustee Ungaro expressed the fact that they were not comfortable with cuts that could potentially affect the health of the residents. Patricia Sweeney stated that she would get back to the Board on the increase to services that $17,000.00 could provide.

Andy Batos, President of the Harvest Run Condo Association, introduced Mike Iberis, 3462 Harvest Run Trail, spokesman for the Harvest Run Condo Association. Mr. Iberis discussed the violation notice from Mahoning County related to the modifications to the retention pond on Harvest Run. An on-site consultation has been scheduled next Tuesday, November 19, 2013 at 10:30 a.m. with Zoning Inspector, Robert Monus, and Tim Burkett, an engineer with the Mahoning County Engineer’s Office.. The Board informed Mr. Iberis that the Condo Association could bring their own engineer to the meeting, if they so choose.

Mike Heher presented the Board with a check for Poland Township in the amount of $30,000.00 in accordance with Poland Township’s agreement with Republic (BFI).

PARK COMMITTEE

Advisory Board Chairman, Mike Heher, updated the Board as follows:
  • Thanked Trustee Mark Naples for initiating the idea for Poland Township Park.
  • Reported vandalism—porta johns were overturned.
  • Aqua Ohio submitted plans for bringing water lines to the park and building.
  • Hilcor Energy is building a septic system which they will share with the building.
  • Water and sewer systems could be available to the park by next Spring at no cost to Poland Township.
  • The sled riding hill may occur in 2015.
  • The Park Board will hold a meeting next Tuesday, November 19, 2013.
 
RECYCLING DEPARTMENT
No Report.

ZONING DEPARTMENT
Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for October 2013 (report on file).
Lidle moved to approve advertising for applications being accepted by Poland Township to the Zoning Commission and Zoning Appeal Boards, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

ROAD DEPARTMENT
Road Superintendent, Tom Monus, reported that the Road Department has the trucks ready for the 2013-2014 winter season, salted roads, fixed signs and cleaned the Recycling Center.

POLICE DEPARTMENT
Chief Goodin gave the Monthly Stats for October 2013 (report on file).

Lidle moved to promote Patrolman Brian McCrea from part-time status to full-time Patrolman for the Poland Township Police Department as per union contract, seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.

Chairman Lidle opened the meeting for public comment at 7:04 p.m. There were no public comments.

There being no further business, Lidle moved to adjourn at 7:05 p.m., seconded by Ungaro. Voting yes – Lidle and Ungaro…motion carried.
